Can Urahara be Nyuu's guardian?

All I had in store for Lucy/Nyuu was that she was an orphan who came oversees in hopes of making a career out of her singing talents, but she might have a side-job as a dog-walker, too.

that would work out splendidly! I kinda wanted him to be a guardian to somebody because he loves playing dad so much AND SHE IS HIS SUBSTITUTE URURU SO /grabby hands
