[Korra did not like the idea of killing them, but she knew she had no authority to stop anyone from killing someone else -- especially in the chaos of battle. She was doing enough to keep the invaders from firing more shots and injuring anyone on "her side."

Korra notices the man taking aim and slams her fist forward, a concentrated blast of wind sends the other soldier literally flying backwards. He slams into a tree and drops like so much dead weight.
